Community Development

The Community Development Division provides contract services to municipalities within Racine County. These services include economic development activities and the management of local facade improvement and rent assistance programs. This Division also contracts with the City of Racine to implement and manage brownfield redevelopment activities. 

RCEDC assists Burlington, Union Grove, and Racine in Community Development.  See below for community specific program materials.

City of Racine Brownfields Redevelopment Program

Brownfields are abandoned, idle or underused industrial or commercial facilities or sites where expansion or redevelopment is complicated by real or perceived environmental contamination.  RCEDC actively administrates a brownfield redevelopment initiative for the City of Racine including management of multiple assessment and cleanup grants funded by the Wisconsin Department of Natural Resources (WI DNR) and the U.S. Environmental Protection Agency (US EPA).

Funding Resources for Brownfield Cleanup
The City also administers a Brownfield Cleanup Revolving Loan Fund (BC-RLF) funded by US EPA to provide low interest, attractive term loans for cleanup projects of impacted sites in the City. Read more about this program and eligibility here.
